- Section 40 of the Residential Tenancies Act 1986 requires the premises to be left "reasonably clean and reasonably tidy"
- That standard is relative to the condition at move-in, allowing for fair wear and tear. You are not required to leave it better than you found it
- It's an overall obligation - not a demand that every single item be spotless
- Tenancy Services considers a clause requiring carpets to be professionally cleaned at the end of every tenancy likely unenforceable, because it asks a tenant to do more than the Act requires
- But: if you've made the place materially dirtier - stains, pet odour, heavy soiling, mould from unventilated rooms - that's beyond wear and tear and the landlord can claim

So do I have to get the carpets professionally cleaned?
Legally, only if the carpets need it to reach "reasonably clean." That means if there are visible stains, pet odour, or heavy soiling, yes - professional cleaning is probably required. But if the carpets are in good condition with only fair wear and tear, you're not obligated to pay for professional cleaning just because the landlord asks.

Ask for a Pre-Inspection
Ask the landlord or property manager to walk through before final handover so anything missed can be fixed while you still have keys, a vacuum, and time. Most will say yes; it costs them nothing and saves everyone a dispute.
Take notes during the pre-inspection. If they identify issues, you have the opportunity to address them before the final inspection.
